Uttarakhand is all set to constitute a new advisory body ‘SETU’ on the lines of NITI Aayog (National Institution for Transforming India), sources privy to the development informed.

Outline and scope of work of the proposed State Empowering Transforming Uttarakhand Commission (SETU) has been finalised with requisite approvals from the Finance department. The proposal to create SETU is likely to be placed for cabinet approval sometime next month.

The mandate of the commission would be to set development objectives for the state government and subsequently advise to achieve the same. The objective of SETU would be to accelerate ongoing development initiatives and explore possibilities for growth areas in Uttarakhand.

Officials involved with formation of SETU informed that new body will subsume existing advisory bodies, panels and state planning commission. The formation of SETU gathered momentum after centre advised states to create a commission on the lines of NITI Aayog. And the states who conformed to centre’s advice are eligible to get additional grants. Neighbouring Uttar Pradesh has already constituted a state transformation commission sometime back.

On the basis of priorities areas of governance SETU will form a team of domain experts which will advise the state government to increase revenue and provide blue prints for new initiatives to the state government. SETU is also mandated to review planning done by various departments of the state government and likewise empowered to make amendments. NITI Aayog serves as the apex public policy think tank at centre which replaced, now dissolved, Nehruvian era Planning Commission in August 2018.
